　経済史研究者で、1960年の小冊子 Stages of Economic Growth (『経済成長の諸段階』) で発表した経済発展の線形段階論で有名。後に外交政策と政治問題に関わり、ベトナム戦争中にはマクナマラの主要な顧問となった。
