ウィリアム・スタンレー・ジェヴォンズ (William Stanley Jevons), 1835-1882.
ジェヴォンズは、イギリスの経済学者兼論理学者で、カール・メンガーやレオン・ ワルラスと並んで 1871-4 年の 限界革命を担い、新古典派経済学の誕生に貢献することとなる。
スタンリー・ジェヴォンズ(彼はこう呼ばれたがった)は 1835 年にリバプールで裕福ながら多産な家庭に生まれた。ド=モルガンに師事しつつも経済事情のため中退し、オーストラリアの造幣局に勤めることとなる。オーストラリアで気象学に興味を持ち、鉄道経済に関する本を読んだことで経済学、特にその数理的な記述に興味を持つこととなった。ロンドンユニバーシティカレッジで学士号と修士号を取得し、経済学への数学的手法の導入と価格の季節変動に関する論文を王立学会に送っているが、黙殺されたために関心を論理学に戻した。
1863 年刊『純粋論理学』(「普通論理学」)はブールや恩師ドモルガンの記号論理学を発展させており、論理学問題を完全に数理的に解くことを主張した。それを機械的に実現した 1870 年の「論理ピアノ」(写真) は、原始的ながらコンピュータの前身だ (Jevons, 1870: p.517)。その間、経済学に関連した業績としては、1865年「石炭問題」で、何かリソースの利用効率が改善されると、その使用量は減るどころか増えるという、いわゆる「ジェヴォンズのパラドックス」を提唱している。
だが 1870 年にフリーミング・ジェンキンが数理経済学について書いたパンフレットを送ってきた。先を越されるのを恐れたジェヴォンズは論理学の研究を中断し、1871 年に『経済学の理論』を発表して限界革命の火ぶたを切った。
ジェヴォンズはまず、限界効用逓減の原理を説明し、それがどのように個人の選択を左右しているかを説明する。そして、参加者の交渉の結果として、取引が止まる点が市場均衡となることを示した。さらにこの理論を生産経済にあてはめる中で、労働供給の負の効用理論(これは後に 費用理論論争につながる) および 資本の時間依存理論 (これはオーストリア学派を先取りするものだった) を提案する。ただし、いずれも画期的な発想だったが理論にうまく統合されているとは言い難い。
ちょうど同じ頃に、カール・メンガー (1871) とレオン・ワルラス (1874) も同様の理論を発表していた。ジェヴォンズは1874年にワルラスと連絡を取り(ただし最後まで顔をあわせることはなかった)、限界革命のために協力することになる。血気盛んなジェヴォンズは、当時主流ながら停滞していたリカード学派――特にジョン・スチュアート・ミル――に対し、権威主義だと容赦なく批判した (Jevons, 1871: p.275)。この論争でジェヴォンズの理論は逆に知名度があがることとなる。ミルとの対決は効用に関する理論でも続いた。ミルは効用に高級なもの(たとえば読書)と低級なもの(たとえばギャンブル)があるという理論を考えていたが、ジェヴォンズはそれが単に量的な差だと主張している。また両者の対立は論理学や科学の手法論の分野でも続き、ミルの経験主義的なアプローチに対し 1874 年の科学手法に関する力作 Principles of Scienceで批判を加えている。
1875 年と1878 年に、ジェヴォンズは有名な 景気循環/ビジネスサイクルの太陽黒点理論を発表した。太陽黒点が日照に影響し、作物の作不作を左右して穀物価格を変動させ、これがビジネス心理に影響して不況を招くという理論だ。ジェヴォンズにとって、これは初の経済学論文である穀物価格の季節変動にも通じる研究だ。とはいえこれは、当時ですらかなりトンデモな理論ではあり、統計的にも妥当性はない。それでも、景気の「循環」やビジネス「サイクル」という現象が指摘されたという点では非常に重要な研究だ。もちろん、景気の変動は昔から知られていたが、それが何らかのパターンにしたがうという発想はなかったのだ。
ジェヴォンズが経済学に与えた影響は実に大きい。新古典派経済学の父としての地位は不動のものだ。だがある意味では、あと一歩のところで止まってしまっている。純粋交換に関する洞察を、生産や資本、お金、ビジネスサイクルまで組み込んだもっと大きな理論につなげ、リカード派を一掃することもできたはずだ。夭逝しなければ、まさにそれをやった可能性はあるものの、彼が執筆中だった次の経済学論考(1905 年に死後出版)はそうした野心的な方向には向いていなかったようだ。おかげでジェヴォンズの死の時点では、限界革命はまだ始まったばかりであり、定着したとはいえず、理論というより仮説の段階だった。
その衣鉢を継いで完成させたのは、奇妙なことだがアルフレッド・マーシャルだった。ジェヴォンズは当初はマーシャルを弟子だと思っていたが、最終的にはライバルになってしまった。マーシャルの新古典派系は、リカード派とジェヴォンズ派の怪しげな妥協物だったが、その後半世紀にわたって英米経済学を支配することになる。ジェヴォンズによるずっと過激なビジョンを引き継いだのは、少数の支持者たちだけだった――特にフランシス・イジドロ・エッジワースとフィリップ・H・ウィックスティードだ。1930 年代にマーシャル派の合意が崩壊すると、ジェヴォンズ的な過激主義がイギリスで復活した(特にL.S.E.で)。それはオーストリア学派 と ローザンヌ学派理論と手を組んだものとなっていたのだった。
1876 年にジェヴォンズはロンドンユニバーシティカレッジの政治経済学教授に任命されるが、講義が嫌いだったのと体調不良で1880年に引退している。1882 年、医師に止められていたにも関わらず日課の水泳を続け、デヴォン沖の海で溺死した。享年 46 歳。本の虫だったジェヴォンズの遺産は数千冊に及ぶ大量の蔵書、そして世界的な紙不足を恐れてため込んでいた、大量の白紙だった。
